Born in Boston, Massachusetts on August 29, 1951, he was the son of the late William and Marjorie (MacDonald) Burt. He was raised in the Roslindale area of Boston and graduated from Roslindale High School with the Class of 1969. Following his graduation, William continued his education at the Wentworth Institute of Technology, earning his associate's degree with a focus on electrical installation in 1971.
After earning his degree, William enlisted in the United States Army, proudly serving his country during the Vietnam War. William was honorably discharged in September of 1973, after earning the rank of Private First Class.
Upon his return home to Roslindale, William took his knowledge of the electrical field to apply for a position with the International Brotherhood of Electrical Workers (IBEW) Local 103 in Boston. He worked as a Union Electrician for thirty years and had an active role in completing the "Big Dig" construction project in Boston.
In 1979, William made his home with his family in Walpole, Massachusetts, where he enjoyed taking an active role in his children's lives. He regularly volunteered his time to coach his children's soccer and baseball teams and took on the Walpole High School 50/50 for many years, even after his children had graduated.
